The democracy in ancient Athens, required one to wear a rope around one’s neck, in order to stand up and propose a new law to a public meeting. If the meeting decided to hang the fool for his foolish proposal, they could do so, expeditiously.
Perhaps we need a similar law. Any politician seeking to pass a law limiting anyone’s access to pain relief, must sit naked in a room wearing handcuffs, while people affected by the proposed law are allowed into the room with whips. If the politician’s mind does not change after patients demonstrate what it feels like, the politician may proceed with the law change.
If we had corporal punishment for politicians, they would have more reason to use caution when passing bad laws like this one.
